2 July 2008: New drivers, new players in ACP rural development - Profiles of panelists and discussants


 

Akin Adesina - Alliance for a Green Revolution in Africa (AGRA)  

 

Dr. Akin Adesina is Vice President (Policy and Partnerships) for the Alliance for a Green Revolution in Africa (AGRA), a bold new entity established by the Rockefeller Foundation and the Bill and Melinda Gates Foundation with the goal of bringing a green revolution to Africa, and lifting millions of poor farmers out of poverty and food insecurity. Former UN Secretary General, Kofi Annan, is the Chairman of AGRA. Dr. Adesina is a distinguished agricultural economist, with over 20 years of professional experience in African agriculture. He holds a BSc in Agricultural Economics (First Class Honors) from the University of Ife, Nigeria. In 1988 he obtained his PhD in Agricultural Economics from Purdue University, USA, where he won the Best PhD Thesis Award for his innovative thesis work. He was awarded on September 1, 2007 the prestigious Yara Prize for African Green Revolution in Oslo, Norway, for his leadership on the green revolution for Africa, and especially his pioneering work with developing rural agrodealer (rural input suppliers) networks that are now supplying affordable farm inputs to millions of poor farmers across Africa.  

 

 

Rudolf Buntzel - Concord 

 

Rudolf Buntzel, Ph.D. in economics and agricultural sociology from the University of Heidelberg/Germany, works for the Church Development Service EED in Germany as expert for rural development. Since over 30 years, he is running different development programmes of the Churches, located in Germany, as the director of the Centre for World Food Matters of the Protestant Council of Churches. He wrote his thesis from field research in Tanzania. As evaluator of development projects he has done extensive evaluations of projects in all continents. In the last years his task focuses on lobby activities with the German government, European Commission and international organisations on issues of the global food crisis. In 2002, he joined the European Commission, DG Trade for 7 months on a special assignment on trade and development issues. He is the author of various books such as Genetic Engineering for Development or Global Chicken.   

 

 

Amadou Allahoury Diallo – NEPAD 

 

Mr Amadou Allahoury Diallo was born on 16 December 1954 in Niger. He is an agricultural engineer, specialising in irrigation and food security (Master Natura Agropolis ENGREF Montpellier, DESS Agricultural Hydraulics EIER-Ouagadougou, DEA Pedology ENSAIA Nancy), who has acquired substantial experience in various sectors of rural development, in particular in the development, management and evaluation of strategies, programmes and projects in the areas of food security and the management of natural resources. Mr Allahoury Diallo has been the director of several agencies and nationwide rural development projects in Niger, as well as acting as a regional expert (CILSS, GWP, IWMI, IDE International); he is currently a senior specialist in water control for agriculture within the secretariat of the NEPAD. Moreover, Mr Allahoury Diallo has acted as an international consultant carrying out assignments in most Western and Central African countries on behalf of institutions such as FAO, IFAD, the World Bank, the European Union and USAID. 

 

Hannah Edinger – Centre for Chinese Studies, University of Stellenbosch 

 

Hannah Edinger is Economist at the Centre for Chinese Studies. She has been involved in a number of research projects for the Centre for Chinese Studies(CCS) with focus on foreign aid, trade and investment. Recently, she formed part of the research team that investigated how China delivers development assistance to Africa, a research undertaking completed in February 2008 for DFID-China. She regularly prepares briefings for the Centre’s Private Sector Research Unit and has also been editor of the monthly China monitor, the Centre’s flagship publication since 2006. Hannah also holds the position of Senior Manager: Research at Frontier Advisory (Pty) Ltd, South Africa’s leading research and strategy consulting firm that specialises in emerging markets. Frontier Advisory provides business strategy solutions on behalf of listed and multinational clients in Asia, Africa, Europe and Latin America. Hannah obtained a BComm degree, majoring in Economics and Statistics, a BComm Honours degree in Economics (cum laude), and MComm in Economics (cum laude) from the University of Stellenbosch, South Africa. In her Master’s dissertation Hannah focused on the growing global imbalances and the net deflationary bias in the international financial system with specific focus on the United States and China.  

 

 

Sutiawan Gunessee –Ambassador of Mauritius 

 

H.E. M. Gunessee is the Ambassador Extraordinary and Plenipotentiary of the Republic of Mauritius to Belgium, Netherlands, Luxembourg and Greece and the Permanent Representative of the Republic of Mauritius to the European Communities and the European Commission and the ACP Group from 2001 to date. H. E. Mr Sutiawan Gunessee participated in negotiations and implementation at ACP level of Lomé III, IV, and Cotonou Agreement, as well as in the implementation of the Development Finance Cooperation and European Development Funds. He has been the Chairman of ACP Committee of Ambassadors in Brussels, Member/Authorised Representative of the ACP/EU Development Finance Committee, including participation in definition of rules, procedures and guidelines for implementation of the EDF.  He has been responsible for relations with GATT and UNCTAD for 10 years, Chairman of the Mauritius National Negotiating Committee on Post-Lomé IV Arrangement and the ACP and ESA Ambassadorial Spokesperson on EPA negotiations on Agriculture and Chief ESA negotiator in 2007 that led to the initialling of the ESA Interim EPA. Among his academic qualifications he holds an M.B.A from the Delhi University and a Diploma in and International Trade Policy and International Relations and international trade policy fm the Oxford University. He is the author of an extensive number of publications. 

 

 

Motofumi Kohara - Japan International Cooperation Agency (JICA)  

 

Motofumi Kohara is Director General of the Rural Development Department at the Japan International Cooperation Agency (JICA) which he joined in 1979. Mr. Kohara has a 30 years of experience on the implementation of technical cooperation projects in agriculture, forestry and fisheries sector at JICA, where he has formerly been Director of Forestry and Fisheries Development Survey Division, Deputy Resident Representative at JICA Philippines Office, Director of the Budget Division and Director of General Affairs Division. Currently, he is responsible for the management and implementation of all the agriculture and rural development projects. Mr. Kohara holds a B.Sc. in Fisheries from the Tokyo University of Fisheries.  

 

 

Christoph Langenkamp – Global Donor Platform for Rural Development  

 

Mr. Christoph Langenkamp, a German agronomist, holds considerable international experience in the area of rural development and food security.  Starting in 1989, he worked seven years with farmers and farmers’ organisations in Kenya, chiefly on irrigation and agroforesty issues.  Thereafter, he managed the agricultural rehabilitation and food security programme of the International Committee of the Red Cross (ICRC) in Somalia.  In 1998 he joined the European Commission – managing food security and rural development programmes for Somalia.  In 2005 he moved to Brussels, managing natural resource programmes targeting the African, Caribbean and Pacific (ACP) group of states.  Since 2007 he is the task leader for agricultural and rural policies of the Global Donor Platform for Rural Development, an initiative of 30 leading donors, international finance institutions and development organisations.  

 

 

Brave Rona Ndisale – Ambassador of Malawi 

 

H.E. Brave Rona Ndisale, ambassador of Malawi in Brussels, holds an MS in Food and Resource Economics from the University of Florida and a PhD on Agricultural and Applied Economics from the University of Minnesota and a strong experience in the Agricultural field: with the national agricultural research system, in agricultural policy analysis, formulation and implementation, and with the international research at IFPRI. Her Excellency has also a wide institutional experience with FAO, the African development Bank and with many non governmental organisations. Her work at the Commission of African Union has strengthened her network with key stakeholders such as governments, Parliamentarians, Regional Economic Communities, international agencies and development partners. Ms Ndisale has also worked on policy advocacy to keep agriculture high on the agenda within the framework of the NEPAD/CAADP. She has also a strong knowledge of trade, input and output market systems and land tenure as well as biotechnology and phytosanitary regulations. 

 

 

Olga Sulla – The World Bank 

 

Olga Sulla is a macro and financial sector economist, currently working with the World Bank’s Managing Director covering Africa, South Asia, and Europe and Central Asia regions. Prior to this, she was with International Finance Team in Development Economics (DEC) Vice Presidency at the World Bank. She acquired 14 years of experience in policy-making and research activities and worked on issues related to development assistance and aid architecture as well as private capital flows to developing countries. Prior to joining the World Bank in 2000, she worked as an economist at the Central Bank of Israel with Monetary Policy and Capital Markets department, being directly involved in the process of significant economic reforms.

Ms. Sulla also served as an Advisor at the office of the Dutch Executive Director at the Board of the World Bank for two consecutive years during which she led the constituency’s strategy on agriculture, Trust Funds and Partnerships.  

 

 

Jian-Ye Wang - International Monetary Fund 

 

Mr Wang holds a B.A. in Economics from the Beijing University and a Ph.D. in Economics, from the Columbia University. Since 2006 he is the Deputy Division Chief of the African Department, Southern Africa and Western Africa. He was from 2000-2005 the Deputy Division Chief, for Official Financing Operations, Policy Development and Review Department. Some of his previous assignments include Mission Chief for Asian Department, Middle East Department, Senior Economist, European II Department, Resident Representative of the IMF, the Republic of Georgia and Economist, Policy Development and Review Department.

Mr Wang is the IMF Representative for various Meetings/Working Groups of Paris Club, OECD, WTO, Berne Union (International Union of Credit and Investment Insurers), Asian Export-Import Banks, Debt Relief International, Steering Committee, UNTACD Advisory Committee on Debt Management. His academic experience includes Lecturer at Japan Centre for International Finance, Tokyo, 2001-2002 and Adjunct Professor, State University of Tbilisi, 1995-1996. He has published an extensive number of publications. 

 

 

Waven William – Seychelles National Assembly  

 

H.E. Mr Waven,Winslow William was elected four times as member of the Seychelles National Assembly for Grand Anse Mahe District. Chairman of the district  Seychelles  People Progressive Front committee (of the ruling party for 19yrs), Hon. William has been also Chairman of the Seychelles National Assembly  International Affairs Committee since mid 2005, up to now. Member of the acp/eu Joint Parliamentary Assembly from 2006 up to now, he was vice-president of the ACP/EU Joint Parliamentary Bureau from 2006 up to  2007. He participated in two fact finding missions, Madagascar in July -August 2007 and end of April 2008 in his own country for the acp/eu Joint Parliamentary Assembly. Within the same context he also participated in parliamentary  exchange visits to Mauritius, Madagascar, Ethiopia, China, Brussels, Germany, Rwanda, Namibia and Ljubljana.  

 

 

Uwe Wissenbach – European Commission, DG Development  

 

Uwe Wissenbach is an official of the European Commission working in the Directorate-General for development policy and relations with the African, Caribbean and Pacific states. He coordinates the Commission's dialogues with China (and other Asian countries) on development policy and Africa. From 1999-2004 Uwe was posted in the European Commission's Delegation in Beijing where he was managing a large number of EU-China cooperation projects in different provinces and sectors of Chinese society. He reads and speaks fluent Mandarin.

Uwe was educated at Mainz University, Lille University and the London School of Economics majoring in political science with distinction (1991). In 1999 he studied Chinese for business at Beijing Foreign Studies University. Uwe recently published an article on Africa's attractions in The World Today (April 2007), an essay on the EU's effective multilateralism - but with whom? (Friedrich Ebert Stiftung May 2007 and in Chinese in the journal of CICIR). An article on EU-China cooperation regarding global challenges in the energy, climate change and development field was published in a Chinese journal and the German Development Institute published a paper he authored jointly with Bernt Berger on EU-China-Africa trilateral cooperation last December. 

 

 

Keiji Yamamoto - Ministry of Foreign Affairs of Japan (MOFA) 

 

H. E. Mr Keiji Yamamoto joined the Ministry of Foreign Affairs (MOFA) of Japan in 1976. He has been Ambassador, Deputy Chief of the Mission of Japan to the European Union since September 2006. In his previous assignments he served in the Embassy of Japan in Italy from 1988 until 1991 and from 1999 until 2001, first as First Secretary and then as Minister.

From 2001 to 2004 he was Minister at Embassy of Japan in Brazil, Brasilia. In his own country he served as Director of the Domestic Public Relations division of the MOFA, from 1995 to 1997, and as Deputy Director General of the Japan Centre for Asian Historical Records from 200 until 2006. He is married with one son.
